Cats are strange creatures. Some of them will never give toilet paper a second look. Others will destroy it every chance they get.
If your cat falls into this latter category, a cat-proof toilet paper holder is essential. Otherwise, you could come home to a bathroom full of shredded paper every day.
Usually, these toilet paper holders have a small slot that the toilet paper slips out of. People can remove the paper without an issue, but cats can only access a single piece. They can’t get to the whole roll, reducing shredding.
But it is important to choose a cat-proof toilet paper holder that actually works. Not all holders are made equal.
Here are reviews for 10 of the most popular toilet paper holders.

The 10 Best Cat-Proof Toilet Paper Holders — Reviews & Top Picks 2022
1. JunSun Cat-Proof Toilet Paper Holder — Best Overall
|Size:||44 inches x 5.83 inches x 5.24 inches|
The JunSun Cat-Proof Toilet Paper Holder is one of the most popular toilet paper holders out there for households with cats and for good reason. Based on its features, this is easily the best overall cat-proof toilet paper holder.
This paper holder barely has an opening. Unlike some other models, your cat can’t get a paw inside, leading to less of a mess. A toilet paper holder cannot effectively keep your toilet paper safe by turning it into a peek-a-boo game for your feline, after all.
It will also keep the paper safe from water — a boon if you have children. It is completely rust-proof because it is made with stainless steel.
This product was crafted with aesthetics in mind. The left and right sides are matte acrylic, so you can see how much toilet paper you have left.
The nickel finish prevents everyday scratches and wear, keeping the holder looking newer for longer.
This holder is large enough for both regular and mega rolls, so you shouldn’t have to change your toilet paper.
2. YOMESTE Wall Mounted Waterproof Paper Holder — Best Value
|Size:||3 inches x 6.3 inches x 5.8 inches|
While this holder wasn’t made to be cat-proof specifically, the YOMESTE Wall Mounted Waterproof Paper Holder does do the job. It is almost completely enclosed, which limits your cat’s access to the toilet paper.
This holder has a unique design that enables it to save space. While other enclosed holders tend to be a bit large, this one isn’t much bigger than your average holder.
If you need to fit it into a smaller bathroom, this feature may be essential.
It is made from plastic, which makes it waterproof and durable. It’s easy to clean and won’t rust.
However, it feels and looks like cheap plastic, partially because it is. This paper roll holder is much cheaper than many other options on the market, but you’re going to pay for it with the aesthetics. If you care about how your bathroom looks, you probably don’t want to settle on this paper roll holder.
As far as function goes, though, this holder is great. We consider this to be the best cat-proof toilet paper holder for the money.
3. WDNMD Cat-Proof Toilet Paper Holder — Premium Choice
|Size:||5 inches x 4.7 inches x 5 inches|
If you’re looking for a beautiful, cat-proof toilet paper holder, you can’t get much better than the WDNMD Cat-Proof Toilet Paper Holder. This holder has a simple brass design that looks sleek and modern in any bathroom.
Designed out of stainless steel, it is rust-resistant and durable. It also installs quite easily.
The top surface is completely flat and works as a shelf. You can place your phone, wallet, or keys on top without worrying about them falling off. Of course, we don’t recommend that you leave them there, as your cat may end up finding them!
It stays completely closed unless you left up the front flap. This process is easy enough for humans — even small children can figure it out. However, our cats typically aren’t nimble enough to hold open the flap and grab the toilet paper at the same time.
This holder is a bit more expensive than most, though. You’re paying for the aesthetically pleasing design.
4. JOMOLA Pet Proof Toilet Paper Holder
|Size:||14 inches x 5.71 inches x 6.18 inches|
The JOMOLA Pet Proof Toilet Paper Holder is a fantastic option. The square design keeps the toilet paper completely enclosed. The paper drops through a small slot on the bottom, which is easy for people to access. However, it completely denies your cat access to the toilet paper inside. It is also water-proof.
The top of the dispenser is flat so you can set items on top. It even comes with a small indent that fits most smartphones, keeping them safe while you do your business.
The opening at the bottom is covered with ridges, providing a sharp spot for you to tear the toilet paper. This is a nice addition, though it isn’t extremely useful in practice.
To install this toilet paper holder, you simply utilize the strong adhesive included. There is no drilling required and no need to damage your wall. The adhesive is designed to support up to 22 pounds, so the odds of the holder tearing off the wall are slim. It even comes with a replacement sticker if you’d like to move it.
5. Busy Mom Store Adhesive Toilet Paper Holder
|Size:||12 inches x 6.69 inches x 5.35 inches|
For a cute and simple holder, you may want to check out the Busy Mom Store Adhesive Toilet Paper Holder. The simplistic white design may fit certain bathroom themes quite well. This holder looks professional and high-end, even though it is one of the cheaper options out there.
Installation is easy and only requires using the adhesive backing provided. It won’t damage the wall, as long as you don’t stick it to a painted wall. It seems to be designed for tile or a similar material.
The top of the holder is completely flat. Set your phone or wallet on top while you do your business. Of course, this also means that your cat may climb across the top. Luckily, the adhesive is designed to hold quite a bit of weight.
The design is completely waterproof. The toilet paper comes out of the bottom, so there is no way for water to enter the holder.
To refill, pop it open from the front. Refilling is quite easy, but it does take a bit of elbow grease to pop it open. Many customers consider this a boon because it effectively renders the design child-proof.
6. YOHOM Toilet Paper Roll Holder With Shelf and Drawer
|Size:||68 inches x 6.1 inches x 9.25 inches|
The YOHOM Toilet Paper Roll Holder With Shelf and Drawer comes with more features than most. It has a small shelf on top, complete with a phone stand and a small drawer that can be used to store feminine hygiene products and other bathroom essentials.
However, this toilet paper holder is a bit cheaper than some other options. It is made with plastic, which likely plays a big part in its price.
The holder is completely enclosed, effectively making it pet-proof. It withstands water well. The slit that releases the paper is on the bottom, so there is no way for water to enter.
Like many holders, assembly involves mounting it with a sticker. It should only be used on smooth and even surfaces — we wouldn’t use it on painted walls, as it might damage the paint. A backup sticker is included for relocation.
7. TIMO Self-Adhesive Pet-Proof Toilet Paper Roll Cover
|Size:||3 x 7.1 x 8.5 inches|
While the TIMO Self-Adhesive Pet-Proof Toilet Paper Roll Cover may not look the best, it is functional. The completely clear design enables you to easily see how much toilet paper you have left. A shelf on top provides a useful spot for you to sit your phone and wallet while you’re otherwise busy.
Installing this holder is quite simple. Simply use the adhesive holders on the back to stick it to a wall. We don’t recommend using it with painted walls or wallpaper, as the adhesive might damage them upon removal.
It comes with a high weight tolerance, so it should be fine even if your cat decides to play on it.
The acrylic material is easy to clean. Just wipe it down with a wet cloth, and you’re good to go!
The main problems with this holder include the poor aesthetics. Most people don’t appreciate the completely acrylic material — it looks and feels rather cheap. Also, be sure you leave the glue stripe overnight as specified in the instructions, or it may not hold up the holder completely.
8. IKEAR Toilet Paper Holders
|Size:||27 inches x 5.31 inches x 5.31 inches|
The IKEAR Toilet Paper Holders is larger than most. It can hold larger toilet paper rolls — to an extent. We found it too small for the biggest rolls. It will take up more room on your wall than most holders. Therefore, we highly recommend measuring your space before purchasing this.
The top is flat so you can set things on it. It is large enough for soap and similar bathroom items, as well as your phone, wallet, and keys. Some people may decide that the larger top makes the holder’s overall size worth it.
This holder does utilize an adhesive strip for installation. It can stick to most types of walls. We don’t recommend it for painted walls or wallpaper, though. It will likely damage these surfaces upon removal.
It is completely waterproof. Water cannot possibly get inside under most circumstances. The opening is also far too small for cats, so you should be safe on that front as well.
9. Yeavs Toilet Paper Holder With Phone Shelf
|Size:||1 inches x 5.3 inches x 3.6 inches|
The Yeavs Toilet Paper Holder With Phone Shelf is advertised to keep cats from messing with the toilet paper. However, it is not completely enclosed. There is simply a small flap over the front of the paper, which may deter some cats, but not all.
The stainless-steel design is sleek and modern. It won’t rust and remains quite durable. It is also completely waterproof, but that doesn’t mean it’ll completely protect the toilet paper from spills.
There is a small shelf on top for your phone or other bathroom accessories. The design is quite multi-functional in this way. The top plate has a few small bends to keep things from falling off, a common problem with smartphones and slippery surfaces.
The edges are deburred to prevent nicks and cuts, a must-have feature for those with children.
10. Colist Toilet Roll Holder
|Size:||11 inches x 4.96 inches x 5.11 inches|
Compared to most other options, the Colist Toilet Roll Holder is quite inexpensive. In fact, it is one of the least expensive holders on the market. However, it is also a bit smaller than most holders. It can’t hold large rolls, but it also doesn’t take up much space in your bathroom.
The toilet paper is completely enclosed, so you don’t have to worry about cats or water.
A visual window enables you to constantly see how much paper you have left, so you can easily determine when it’s time to get a new roll.
A power adhesive is included for installation. However, it is only designed to work on smooth surfaces, not walls. Therefore, you’ll need to install it on top of tile or something similar. There is no drilling necessary, though, which is always a plus.
No one wants to come home to a bathroom full of shredded toilet paper. It’s a pain to clean up, especially if there is any water involved. An easy, straightforward answer to this problem is to purchase a cat-proof toilet paper holder.
But not all cat-proof holders are made the same. Some are quite cat-proof, completely enclosing the toilet paper. Others will only deter some cats. There is no true way to know if a toilet paper holder will work for your home until you try it — you’ll just have to wait for your cat to test it out!
However, there are a few things that you can look for that might determine if a toilet paper holder will work. We look at a few of these features here.
Completely Enclosed vs. Flap
Toilet paper holders typically come in two different forms: completely enclosed or with a small flap over the front. If you’re trying to deter a cat, your best bet is to purchase a completely enclosed option. In many cases, the flap won’t prevent your cat from getting ahold of the toilet paper.
Some cats won’t like the flap and will leave the paper alone. But many won’t.
Therefore, we highly recommend getting a holder that completely encloses the toilet paper. These aren’t any more expensive than a regular toilet paper holder, so there is little reason not to get one.
You can try a flap if you don’t have any other option, but don’t be surprised if it doesn’t actually keep your feline away.
An enclosed toilet paper holder usually costs around $15 to $25. This price isn’t that expensive, especially when most higher-end toilet paper holders cost about the same.
However, there are cheaper options out there. Surprisingly, these usually aren’t that much different — they are just likely made in countries with lower production costs. They are often made of plastic, but so are many expensive models. If you need to keep your budget low, you should have no trouble finding a holder to match.
Otherwise, we recommend looking at the features, not the price. Simply because a model is more expensive doesn’t mean that it is better. Often, the cheaper options are just as good.
One feature that expensive holders usually have is an improved aesthetic. They simply look better. For some people, this is a major factor. Others won’t care what their holder looks like, as long as it works!
If you want one that matches your current décor, you may have to search for a bit. Most enclosed toilet paper holders have the same design: They’re white and square. However, there are a few options that are different.
For instance, our premium pick is bronze and looks quite nice — and you’re obviously paying for the improved design in that regard.
Ease of Use
While you don’t want your feline to access the toilet paper, that doesn’t mean you should also have a hard time. When a holder’s first task is to stop a cat, it sometimes goes a bit too far and stops people from accessing the paper too.
Look for holders that are easy to feed. At some point, you’re going to accidentally shove the last sheet into the holder. If you can’t get it back easily, you may find yourself in a bit of a problem.
Changing the roll should be fast and easy, but the door should shut tight enough to prevent a cat from tearing it open. You never know when your feline might figure out where the door is.
The opening for the toilet paper should be small enough to prevent kitty paws from getting through. But it should be large enough to make getting sheets of toilet paper easy for you. After all, a holder isn’t going to be helpful if you can’t remove the toilet paper from it, even if your cat can’t either.
Ease of Installation
Most toilet paper holders need to be drilled to the wall or stuck to it using adhesive. Which method works best for you depends on your situation.
Many people assume that adhesive installation would be the easiest. After all, there is no drilling involved. However, this isn’t always the case. Adhesive installation sometimes comes with complicated or lengthy steps. You often have to leave the adhesive strip on for at least 24 hours before adding the holder, for example.
On the other hand, drilling into a wall is easy. If you have a power drill, it should only take you a few seconds and then you’re done. You don’t have to worry about how to get adhesive off the wall or if you put it on correctly or anything of that sort.
There are other pros and cons of each method, though. Adhesive strips are great for those without power tools. They also don’t cause damage to the wall in most cases. On the other hand, they often can’t be used on every surface. Painted walls are usually a no-go. You’ll need to install them on tile or something similar.
But drilling installation will leave holes in your wall. It is also much harder to do on certain surfaces. You can’t drill through most tile, for instance.
The one that works best for you may depend on the surface that you plan to install it on. If you need to put it on a plain, painted wall, you should probably find a holder that connects with screws. If you want to install it on tile, get an adhesive option.
You don’t want to purchase a toilet paper holder only for it to break after a few months. If your cat is already going after your toilet paper, there is a considerable chance that they will try to go after your new holder too.
If your holder is drilled into the wall, there is little chance that it will fall off. A holder held on with adhesive is a different story, though. It can easily fall off and the adhesive isn’t always reusable. As you might imagine, this can pose a serious problem for owners with large cats.
You also don’t want the holder to degrade or rust over time. Look for plastic or stainless-steel options. The latter will be more durable over the long run but also more expensive.
Keeping your cat out of your toilet paper can be a challenge. Luckily, there are many different cat-proof toilet paper holders on the market.
For most people, we recommend the JunSun Cat-Proof Toilet Paper Holder. It is completely enclosed and should keep most cats at bay. It is aesthetically pleasing too, though it does take up a bit more space than some other options.
If you’re on a strict budget, we recommend the YOMESTE Wall Mounted Waterproof Paper Holder. It isn’t the best-looking option, but it works and is much less expensive than most options on the market.
We hope that our reviews helped you choose the perfect toilet paper holder for your cat-related needs. There are many different options out there, so be sure to do your research before you purchase one.
